The commentary by James O’Connell reflects upon the results and provides a radical and theologically creative critique of the role of ministry in the 21st Century.

The Authority and Governance Project was established in 1996 at the Queen’s Ecumenical Foundation for Theological Education, Birmingham, the initiative is concerned with the nature, exercise and experience of authority and the practice of government in the Roman Catholic Church. The aims are to assist the Church address the complex problems of authority, governance, relation-ships and participation in contemporary Britain and, while appropriate, adapt pastoral policy and practice. These include a desire to distinguish the authority that is a baptismal right and responsibility from that which follows from orders and office in the Church. Implications for the lay baptismal vocation are a particular concern.

Andrew Bebb, is a former Head of Theology and Religious Studies at Liverpool Hope University College.

Anna Roper is a social scientist and theologian who is employed as a lay chaplain in a Catholic Tertiary College.

James O’Connell is Emeritus Professor of Peace Studies at the University of Bradford.
